【摘要】 我国经济体制的转变,城市的快速发展,直接暴露了我国现存规划管理体制存在职能不健全、缺乏协调能力和手段、权威性不强等问题,而国外一些国家所采用的强管理模式和弱管理模式,在机构设置、管理手段、管理职能上有诸多值得借鉴之处,建设城市发展的市场调节机制,强化中央政府的调控和监督职能,对省级和市级规划机构进行改革,这些应是我国规划管理体制改革的方向。更多还原

【Abstract】 The change of economic system and rapid development of cities expose the existing problems in planning and management system,such as incomplete functions and lack of coordination and authority. The way of establishing departments, management and functions in othercountries are worth learning.
