【Abstract】 In the reign of Jia- Dao,Taoshu carried out the reform in river administration,salt management and canal transportation, during which he correctly treated the developing businessman stratum and formed such thoughts and policies as "valuing commerce", "exploiting commerce", "benefiting commerce"and "facilitating commerce". They are as follows:1, carry out reform with the help of businessmen and their commercial capital; 2,show solicitude for busimesmen;3,ensure them to make profit;4,protect their material benefits;5,make silver as Standard,cast silver currency,and create good conditions for the development of business.Objectively,Taoshu’ s thoughts and policies has broken through the natural econimy and promoted the merchandise economy.
