【Abstract】 The administration system innovation of the country is the mayor part of rural reform of Shunde which is now in the important transition period. It is orientated towards urbanization and marketnization. It is motivated by the conflicts between urbanization and the dualistic administration system of city and country, the conflicts between the strong participation motive of villagers and the lag of rural democratic administration system ,the conflicts between the system deflects of the ownership system in cooperative enterprises and deepening ownershipsystem reform of the country , and the more public of the community affairs and the obscure of the role of the village committees. It focuses on the centralization of rural area , the transformation from country system to city system, the fixing of ownership and the quantizing of the assets, and the changing of the functions of the village committees. The system innovation leads to the urbanization of the system , the marketnization of the ownership ,and the economization of the resources.更多还原
