【Abstract】 The paper states that regression of old system of executive management is the bottlenecking block of the second pioneering work and development of western high tech industrial development zones.It analyses the block and importantance of management system of management committee,and views high tech estate and high tech zone market strategic as bassical prerequistie,should be given scientific standard of goverment function and role of game action, and should avoid exessive management intervention.The market being out of order explains that the function of market is in limited but not ineffective.A governor can renovate and replenish market mechanism but can not replace it.
