【摘要】 安理会否决权是联合国制度框架内大国政治斗争的最激烈方式。本文对安理会在联合国50多年历史中使用的否决权,按照不同国家和不同问题领域进行了归纳与统计。作为制度设计的“大国一致”原则在联合国集体安全的实践中变成了否决权,通过对安理会使用否决权情况的分析,本文试图说明,否决权的历史所见证的恰恰是联合国集体安全体制所无法摆脱的“权力政治”的现实。更多还原

【Abstract】 Veto in UN Security Council is the toughest way of fighting among powers under the framework of UN system. According to different countries and different fields of problems, the author classifies and calculates the vetoes in the Security Council in the past 50 years. He argues that the principle of "consensus among powers" in the practice of collective security turns out to be the action of veto in the UN. By analyzing the vetoes in the UN,he suggests that the history of the veto shows the collective security system of UN still could not get ride of the influence of " power politics".更多还原
