【摘要】 从金融方面支持中小企业发展 ,既是日本经济政策的重要内容 ,也是实现经济复苏的重要措施。日本政府在采取政策措施解决这一问题上取得了一定的成效。本文在介绍日本支持中小企业金融政策的同时 ,着重分析了这种金融政策的客观基础 ,即与经济两重结构相对应的金融两重结构 ,探讨了可供我国借鉴的经验和教训。全文共分四个部分 :第一 ,与日本经济两重结构相对应的金融两重结构 ,分析中小金融机构在支持中小企业发展中的作用 ;第二 ,日本中小企业信用担保制度 ,分析该制度在帮助中小企业融资中的作用 ;第三 ,日本政府支持中小企业发展的最新金融措施 ,分析新形势下转变观念 ,更新支持方式的必要性 ;第四 ,对日本的经验教训进行简要分析 ,提出政策建议。更多还原

【Abstract】 Financial support to the medium-and-small enterprises is the important issue of economic policy and also the key measure for the economic recovery in Japan. The Japanese government has made a progress in solving this problem. In the paper, at first, the author introduces Japanese financial policy to the medium-and-small enterprises, analyzes the external base of the financial policy is twofold-financial structure corresponding to the twofold-economic structure, and then discusses the experience and lesson for China. There are 4 parts in the paper. In the first part, the author introduces the twofold-financial structure corresponding to the twofold-economic structure and analyzes the important role of medium-and-small financial institutions in supporting the medium-and-small enterprises. The second part introduces the credit guarantee system and its role in the financing of medium-and-small enterprises. The third part introduces the latest financial measures employed by the Japanese government to support the development of medium-and-small enterprises. In the forth part, on the bases of briefly analysis of Japanese experience, some policy suggestions are proposed.更多还原
