【Abstract】 The modern administrative method is an organic system that governments and officers use in the course of accomplishing administrative purposes, it contains five basic elements: administrative purpose, administrative route, administrative tactic, administrative skill, administrative implement. There are three meanings in this definition: one is the name of 5 elements of the modern administrative method, another is that it regards the administrative method as a system containing the administrative purposes, the third is that it puts forward the logic connections among the five elements.
