【摘要】 清代自然灾害频繁,造成巨大的社会损失,因此清政府制定了一套非常严密的荒政制度,开支巨大,组织严密,成为历代王朝的集大成者。清代的荒政重点集中于救灾和重建两方面,颇有创新,为清代社会生产的发展,创造了良好的条件。但由于国力与荒政之间,存在着天然的作用与反作用关系,清代后期荒政的败坏,又直接导致了清王朝的衰落。更多还原

【Abstract】 In the Qing Dynasty, the frequency of natural calamity was very high. In order to reduce the loss, the government founded an integrated system which could be carried out not only in the calamity but also after it.
