【摘要】 农村社会养老保险十多年的探索 ,特别是其社会、经济与政策环境的变化 ,引起了作者对农村社会养老保险的进一步思考。本文分析了农村社会养老保险的现状 ,研究了实行农村社会养老保险的条件 ,认为就全国而言 ,农村社会养老保险应当有进有退 :在发达地区应积极推进 ,在欠发达地区则暂缓推行 ;并进一步提出了“进”与“退”的具体建议更多还原

【Abstract】 Based on the ten-year exploration of rural social pension insurance, especially the changes in rural social, economic and policy environment, the author thinks more deeply about it. This paper analyses its current situation and discusses the conditions for implementing it, then draws the conclusion:as for the whole country, the rural social pension insurance should not be uniform. In developed areas it must be developed more, while in under developed areas it is necessary to postpone this policy. The paper also makes specific suggestions for its “advancing” and “retreating”.更多还原
