【摘要】 文章对人才的社会效益 ,经济效益以及经济结构优化等方面进行了分析和论述。指出全社会都要关注人才合理流动的正面效益 ,至于人才流动中产生的负面影响 ,是人才流动在经济转轨时期不可避免的。随着社会主义市场经济体制逐步完善 ,它是完全可以克服的。由此说明由市场来配置人才资源是必要的 ,否则 ,人才使用的效益难以最大化 ,人才浪费和结构不合理现状难以从根本上加以消除更多还原

【Abstract】 This paper discusses and analyzes the various problems concerning the social benefit of the mobilization of trained personnel,such as how to improve the capacity of personnel,facilitate the economic development and optimize the economic structures with the purpose of arousing the attention in the whole society over the positive effect of the reasonable flow of personnel.Although the negative side of the flow is by no means avoidable at the transformation period of economy,it can be overcome through the joint effort of both the macro-control of the government and the gradual perfection of socialist market economy.Therefore,it is proved that to allocate personnel resources according to the market is a basic requirement,otherwise we can not achieve the best use of personnel which will undoubtedly lead to the result of personnel waste and unreasonable personnel structure.更多还原
