【Abstract】 With the several stages of sprouting, exploring, forming and developing, the intellectual policies of the Party has become an integrated system, including four levels of philosophy foundation, theory basement, principle and concrete strategy. The intellectual policies of the Party’s need to develop with the practice. In China, the intellectuals have become an excellent part of the working class.
