【Abstract】 Running the country by law" and "running the country by virtue" are two focal points emphasized by Genral Secretary Jiang Zemin at the Natianal Conterence of Directors of Propaganda Departments held this year. To the running of a country, "rule by law" and "rule by virtue" are inter-dependent and mutual supperting, neither of which can work well without the other. Although they are of different categaries, yet their positiens and functions are equally important.
