【Abstract】 There exist some problems in university journal paper collection, such as no strict rules in examining and approving process, flowing-out of excellent papers, passive organizing papers, emotional preferences, administrative interferences and so on. Appropriate measures should be taken in order to solve these problems. The editorial department should guard the first step, strengthening examination and approval, opening up sources and prices according to qualities of essays, and empowering the responsibility and right of editorial department.更多还原
