【摘要】 通过对山东省水资源现状 (水资源总量和可利用量的有限性、水资源时空分布不均衡、水资源开发利用已达到极限和新建工程的经济、社会成本越来越高 )的剖析 ;指出发展节水农业的积极意义 ;在充分认识节水农业进一步发展的三大制约因素 (对节水农业认识不到位、节水技术不适用、节水农业的运行机制存有缺陷 )的基础上 ,提出加快节水农业发展的对策建议 :一是提高认识 ,加强领导 ;二是加强科学研究和规划工作 ;三是增加投入 ,努力拓宽资金渠道 ;四是用好用活“补偿”政策 ;五是积极培育水市场。更多还原

【Abstract】 This article points out the positive significance in developing water saving agriculture,throngh analyzing the present conditions of water resources in Shandong Province:gross water resources and the limitation of available water resources,the distributing imbalance of water resources in terms of time and space,the exploitation and using of water resources have reached its cimit and the economic and social cost of newly established projects is becoming higher arce higher.Recognizing the three greet restricting factors of developing water saving agriculture,this article presents the countermeasures and advice on developing water saving agriculture rapidly: first,enhance the understanding and strengthen the leadership; second,improve the scientific research and programming;third ,increase the input and expand the capital resource hord; fourth, use the “compensation” policing flexibly; fifth, cultivate water market actively.更多还原
