【Abstract】 Thanks for the reform and open-policy, Shandong province, as other places in Chi- na, the imbalance of the market development between rural and urban areas is greatly attributable to varieties of income among inhabitants between rural and urban areas. Therefore, certain practicable measures should be taken to develop the market economy, especially in undeveloped rural areas of our province.
