【摘要】 行政法制监督的有效性是由各构成要素在一定的组合方式下相互影响、相互作用的综合效果来决定的 ,而不等于各构成要素功能的简单相加。因此 ,要消除和克服影响现行行政法制监督有效性的原因和现象 ,进而提高行政法制监督活动的综合效果 ,就必须从系统整体的角度出发 ,妥善解决好监督者和被监督者之间的矛盾 ,注意培育国家公务员的法律意识 ,完善行政法制监督制度 ,发挥好监督、审计机关的作用 ,做到政治民主、依法行政、党要守法更多还原

【Abstract】 The validity of administrative supervision of legal system is determined by comprehensive impacts of various elements which interact in a certain combined way, not simply by their summarizations. For this reason, we must properly resolve the conflicts between supervisors and those under supervision, foster the legal consciousness of civil servants, and perfect supervisory system of administrative legal syatem, to play full role of supervision and audit as a result of political democracy, administration by law and the Party’s keeping the peace.更多还原
