【Abstract】 This article attaches primary importance to demonstrating the operation and the tremendous role of Chenghis Khan’s mechanism of rewards and penalties in the course from weakness to powerfulness, in founding the army and prospering the state, in administrating the whole country and pacifying the people, etc. and analyses the guiding thought and characteristics of Chenghis Khan’s encouraging mechanism and punishing mechanism.
