【摘要】 体制、机制与县域林业存在着内在的联系。目前县级林业管理体制改革已取得了重大成效 ,但也存在着不少问题 ,仍是县域林业发展的一个关口。为了发展县域林业 ,加快县级林业管理体制改革 ,建立林业良性运行机制 ,实现县级林业管理体制有效创新是必要的和紧迫的。

【Abstract】 System,mechanism and county forestry have a internal relation.At present,reform of county forestry management system (CFMS) has achieved great effect.But,it also has many problems and still is a key factor of development of county forestry.Quickening reform of CFMS,Constructing operation mechanism of forestry and realizing innovation of CFMS are essential and urgent in order to developing county forestry.
