【Abstract】 The serious problem of vagrants occurred for the first time in the history of Britain during the sixteenth and early seventeenth centuries. The British government issued a series of decrees and regulations in an attempt to solve the problem that had long troubled it. The vagrant problem was an economic and political as well as social issue. In coping with this problem for as long as one hundred years, the attitude of the British government changed with the time. Under the guidance of a patriarchal management ideology, the Privy Council played an extraordinary role and the local governments played an important “experimental” role.更多还原
