【Abstract】 If the west follows the old way of power-oriented operation and resource capitalization, the west cannot have an efficient development. Furthermore, the western modernization cannot be realized easily. Neither a mechanistic overtaking strategy nor a sole comparative advantage strategy adapts to the west. On the whole, the west should establish an equilibrium developing strategy based on available advantage. As one of the two important situations in China, the western development must be considered together with the other important situation in order to form a further combination of opening and development.
