【摘要】 中国粮食市场的国门打开 ,粮食流通体制将难以应对入世挑战。而中国特殊的国情又决定了中国的粮食问题必须立足于基本自给。因此 ,如何在WTO规则下 ,重构中国粮食流通新体制 ,营造一个有序的开放型市场格局环境就成为一个非常现实的问题。本文认为组建粮食银行 ,通过行政性管理、商业化经营 ,来发挥政府的宏观调控职能是上上之选。更多还原

【Abstract】 Chinese foodstuff market opens for abroad merchants; the system of circulation of foodstuff can not met the challenge of the access to WTO. But particular feature determines that foodstuff problem can only resolved basically by self-support. Thus, it is very practical task to reconstruct new system of foodstuff circulation and create a openly and orderly structure of market.
