【摘要】 针对海洋管理的实际需要，根据沿海地区资源环境的空间分布特性和对信息系统技术的利用水平，系统勾画了海洋功能区划管理信息系统的基本框架，介绍了各类空间数据的组织原理与组织方法，建立了系统建设应遵循的技术标准体系，对系统建设的关键技术环节提出了指导性解决方案。认为海洋功能区划管理信息系统的建设要首先立足于系统工作能力的建设，利用地理信息系统技术，按照统一的技术规范和科学的数据组织原理进行规范化的空间数据库建设，在此基础上完成系统基本功能的开发。更多还原

【Abstract】 In this paper, a series of technological solutions are provided for the key sections of Marine Functional Zoning Management Information System (MFZMIS ) whose macro-framework, data structure, and developing standards are first drawn up through systematic analysis of distribution property of coastal environment and resources, and the possible utility of spatial information technology, and prime demand from coastal management practice are presented. It is strongly recommended that MFZMIS should first aim to build the capacity of the local governments to use information system as powerful decision assistance, and the main functions of the system should be developed on the basis of standard databases supported by the Geographic Information System (GIS ).更多还原
