【摘要】 国营农、牧场是一个企业单位 ,其使用的土地属国有土地 ,所以它只有使用权 ,没有所有权 ,然而 ,在现行国营农、牧场土地管理体制中 ,各农、牧场却以土地所有者的身份对土地资产进行管理 ,并代表政府对土地进行行政管理 ,出现土地使用者管理土地使用者的现象 ,从而造成土地管理法律体系不建全 ,违法案例增多 ,国有土地收入不能流入国家财政等诸多问题。针对这些问题 ,通过调查分析 ,提出了国营农、牧场土地管理体制改革的思路更多还原

【Abstract】 The state own farm and animal farm are corporations.The land they use belongs to the state.They only use the land,and don’t have the ownership of the land.However,in the management system of the present state own farm and animal farm,there are problems that the land user manages other land users.Irregularity increases and the income of the state land doesn’t come into the exchequer.Based on investigation,some measures on reforming land management system in the state own farm and animal farm was brought forward.更多还原
