【Abstract】 In this paper fifteen targets of Normal Institutions’ competence education have been arranged by Analytic Hierarchy Process method. It tells us in Normal Institutions’ competence education we should pay special attention to teaching of professional and fundamental knowledge, strengthen construction of moral belief and teacher’ cultivation, lay stress on abilities’ cultivation of teaching, self-learning and creativity.
