【摘要】 怀化市山地开发条件优越 ,经多年开发 ,已形成了具有当地特色的多元主体开发、多种形式经营、全民山地开发的模式 ;但同时也暴露出 ,山地产权关系模糊、主体不清、山地规模经营与使用权碎化的矛盾突出、山地自发流转产生弊端等问题 ,直接危及到山地的可持续开发利用。建议建立规范的山地产权制度 ,建立规范化的山地使用权流转制度 ,完善山地管理制度 ,加大山地开发力度更多还原

【Abstract】 Huaihua is a city with advantages of mountainous exploitation.After years of exploitation it has developed a form,with the local specialty,of plural subject development,various methods management and a mountainous development involving all the local people.However,disadvantages are also exposed:1)the property right and the subject are vague;2)the conflict between the general manage of the mountain and the specification of the right to use the mountains is distinct;3)to improve the mountain management policies;4)to expand the mountain exploitation force.更多还原
