【Abstract】 The rapid and sustained development of Fuling’s state -owned industry has aroused concern from theory circle and media. Xinhua News Agency calls it Fuling Phenomenon. As a social phenomenon in a particular region, the cause for its formation is complex, but the fundamental factor is that the people of Fuling, seizing twice the historic opportunities, freed themselves from old ideas, and implemented the strategies of devel- oping mainly the key enterprises. The study of Fuling Phemomenon is not only instrumental to the similar regions to improve their regional economy in the West Development, but also can give enlightenment to deepening the reform of state -owned enterprises.更多还原
