【摘要】 本文跳出对于贫困落后地区开发的静态、传统思维模式，指出落后地区不得不更加注重知识的力量，但这些地区存在强烈的“教育冲突”。为此，作者以三峡库区为背景，着重讨论了贫困落后地区的经济和社会发展中的教育(或人力资本)问题，指出缓解贫困与教育有密切关系，教育本身内生的制度创新能力和方向从根本上决定缓贫效果。应当通过进行制度创新(比如“希望工业”)来弱化或消除“教育冲突”，催生新文化，从而做到可持续社会发展。更多还原

【Abstract】 By avoiding static and traditional thinking mode to exploit poor and backward areas, this paper points out that the areas have to pay more attention to the power of knowledge, but strong “education contradiction" still exists in the areas. So, according to the background in Three Gorges area, this paper focuses on the education problems of economy and society in the areas, the close relationship between education and poverty, effect of internal system innovation force of education to enlighten the poverty. The “education contradiction" can be weakened and cleared up by system innovation to create new culture and make the society development sustainable.更多还原
