【Abstract】 The pollution of scientific and technical information directly results in wastes of human, financial and material resources in scientific and technica l activities, delays the progress of scientific and technical developments. It i nfluences the international reputation of scientific and technical informati on of China, and simultaneously harms the increase of national qualities.
