【Abstract】 Then he attempts an analysis of the state of "advancing" and "lagging" in existing system which determines educational administration. Most important of all, according to the guiding ideologies of "all round adaptation" and "all round development" advanced by President Jiang, the author puts forward a new conception of management, that is educational administration should participate in the "Policy decision" as well as offer "service".
