【Abstract】 How social economy operates mainly depends on disposition of the limit resources between the different departments,areas and units. The most essential way of resources disposition is plann and market. The kernel problem of target model of economy system reform is how to know and deal with the relations between planning and marketing. Our country is undergoing the process of zigzagging but deepening from traditional planning economy to socialist market economy.
