【摘要】 从经济可持续增长出发，把西部大开发和我国目前的人口过剩、生态环境恶化及西部相对落后问题结合起来通盘考虑。本文认为在西部大开发的初期阶段应将生态环境建设提高到战略的高度，并作为一个特色产业来抓。据此我们提出把大量的剩余劳动力迁移至大西北进行生态治理工程建设的建议，对该建议的理论依据及其可行性进行了详细分析和论证，并就该建议如何解决上述几大问题进行了论述。更多还原

【Abstract】 Based on the sustainable development, the paper combines the western development with the problems of population surplus, ecological environment deterioration and insufficient effective demand comprehensively, and then points out that in the initial stage of western development, ecological environment construction should be heightened to a strategic position and regarded as an independent industry. Accordingly, we bring up the proposal of moving a great deal of surplus labor forces to the west ,and let them construct the ecological environment . Besides , we have analyzed and proved the theory basis and feasibility of the proposal in detail.
