【摘要】 :70年代以来 ,我国农村人口控制的成绩举世瞩目。但仍然存在一些障碍因素 ,主要包括 :经济发展水平低、教育相对落后、社会保障滞后、基层组织功能弱化、农民安全感不强等社会经济障碍 ;文化素质偏低、思想观念守旧等生育主体障碍 ;政策控制刚度不足、基层干部素质偏低、管理措施不配套等组织管理障碍。消除这些障碍的办法是确立宏观、中观和微观相结合的综合性对策思路更多还原

【Abstract】 Since the 1970’s, the achievements made in birth-control policy in China have been known to the whole world. Yet there still exist some obstacles in social and economic issues, subject of birth and its administration. The obstacles in social and economic issues are the following: low level development of economy, lagging education and social security system, weak organizational functions at the primary level and insufficient safety rules. The obstacles in subject of birth rate are comparative ignorance and old-fashioned ideas. The obstacles in administration are insufficient policy implementation, unqualified leadership at the primary level and irregular governing measures. To manage all these obstacles, there is a need to establish a comprehensive strategy with macro, average and micro analysis.更多还原
