【Abstract】 Urbanization is an inexorable trend of mankind development. It is also a necessary stage through which a country moves toward modernization. During recent decades, the course of urbanization is swif t and violent, a series of civic ecological environment problems have arisen, fo r example, water resource crisis, and water pollution.
