【Abstract】 Since the middle of 1980’s,the problem of farmers’ burden has stepped upward to the first important problem among many rural problems. The superficiality of this problem is that farmers’ burden is too heavy, but the essence of it is the unreasonableness of the system about farmers’ burden. The reason of the farmers’ heavy burden lies in many aspects, such as the order of rural public distribution is not standard, the rural basic level system, namely the current system of finance and administration, is not standard; the possession of rural collective property right is not clear, and so on.更多还原
