【Abstract】 Before and after Japan’s invasion to Hainan, the so-called economical “opening-up" policy and activities carried out by Japan had several stages and stress. Before the invasion, Japan had made a deep investigation about Hainan and began to pursue the economic opening-up policy as soon as Hainan was occupied. The implementation of the policy can be mainly divided into two stages: The first stage is from the Lugouqiao Incident to the broke-out of the Pacific War; the second is from the Pacific War to the end of the War of Resistance Against Japan.
