【摘要】 本文旨在介绍一些想法与调查 ,这些想法与调查是最近在联合国大学新技术研究所对发展中国家的国家创新系统的研究中取得的进展。追随斯基台人将创新视作经济增长发动机的传统 ,我们相信这同样甚至更加适用于发展中国家 ,并且认为发展中国家所处的不发达的状况可理解为从根本上是由于缺乏学习和创新所导致的。创新的强化学习以及学习的制度支撑是主要问题。国家创新系统方法所带来的一个系统观点十分重视创新学习的制度维。更多还原
