【摘要】 黑河下游开发已有 2 1 0 0年的历史 ,不论是古代还是现代 ,人口密度都很小 ,不至于对河流变迁、湖泊的扩张与退缩、天然绿洲的面积产生根本性的影响。本世纪中叶以来下泄水量的减少才是造成生态环境退化的根本原因。解决绿洲的退化问题仅靠下游节流挖潜是不够的 ,实行全流域统一管理及节水灌溉以保证一定的下泄水量才有可能维持绿洲的生存。更多还原

【Abstract】 The development of Heihe lower reaches has been a history of 2100 years and the population density has been small in this region, Therefore population is not a basic influence but the decrease of water volume is for the vnvironment change.
