【摘要】 从当代中国城市土地利用所出现的问题出发 ,研究市场经济条件下 ,市场机制和国家干预在城市土地利用中的功能 ,与之相关的土地利用理论及二者之间的关系。指出 ,当代中国城市出现问题的根本原因不是因为房地产开发对城市规划的破坏作用 ,而是由于尚未形成一个完善的国家干预下的市场经济体系。为了实现这个完善的经济体系 ,必须建立以“效率”与“公平”为标准的理论核心 ;理性与科学的方法论和完善的实施准则更多还原
