【摘要】 市场准入条件下的电信管制问题伴随全球经济一体化以及全球基础电信协议的实施而越来越具有现实意义 ,破除垄断、放松管制已经成为电信产业发展的潮流。本文采用对比的方法对亚洲代表性国家电信管制及其改革的发展状况进行分析研究 ,探讨亚洲国家减少政府管制 ,强化竞争 ,加快发展电信产业的途径与策略 ,并侧重于对亚洲国家中电信产业发展最迅猛的中国电信产业的管理体制、产业组织和电信产业市场准入相关电信管理政策以及应当遵循的基本原则等提出了建设性建议更多还原

【Abstract】 Eliminating monopolization and loosening the control by the government is the dominating trend in the development of telecom industry. By comparing and analyzing the development of telecom control in typical Asian countries,this paper investigates the approaches and strategies for Asian countries to loosen the control and promote competence. With an emphasis on the analysis of telecom industry in China,some constructive suggestions and principles to expedite the reform in control policy and industrial policy in China have been proposed.更多还原
