【Abstract】 The article discusses the main efficacy of modern constitution is limiting government power. This theory pushes forward the ancient legal institutions to modern and leads to the transform of the modern legal orders. The main function of modern constitution is the control over the power of government and social organization, which probably destroy constitutional order.
