【摘要】 文章认为，农村城市化的滞后已成为当代中国经济和社会发展的一大难题，并且使农村经济和社会的发展付出了沉重的代价。导致农村城市化滞后的症结是农村城市化与农村工业化发展相脱节，固守“离土不离乡，进厂不进城”的农村工业化发展道路。为了改变我国农村城市化滞后的局面，首先必须在指导思想上放弃离上不离乡的发展方式，确立集中发展的思想；其次，在选择农村工业和农村城镇的结合点时要注意因地制宜，分类决策；再次，要对户籍制度、土地制度、建设资金和社会保障等方面进行相关的配套制度建设。更多还原

【Abstract】 Abstract This article points out that,It has become a big difficulty for China’s contemporary eco nomic and social development that rural citilizes laggingly behind,furthermore,It got the ru ral economic and social development paid a heavy price.The crux led rural citilization lagging ly behind is that rural citilization is divorced from rural industrialization because of keePing a rural industrializing developing road of“peasants leaving land but not being allowed to leave their native Places, Peasants becoming workers but not being.allowed to dwell in cities”.Inorder to change the situation of China’s rural citilizaiton laggingly behind, we must do as fol lows: first,give up the developing way that peasants leave land but aren’t allowed to leave centrally;second,suit measures to local conditions and make decisions classifiedly when we choose the combining points of rural industries and rural townships;and finally,systematically construct for household register system, land system,funds,social security,and so on.更多还原
