【Abstract】 This paper discusses the problems and measures in planning for Jiemi-Tongan Urban Expressway in Xiemen City. The problems such as the arrangement of main roads and relief roads,types of gradeseparation and implementation of the expressway by stages have existed in the construction of urban ex-pressways in China.
