【摘要】 本文根据环境现状调查和环境预测资料,从五个方面研究了贵州省的环境战略.首先概述了贵州省自然环境的基本特征.其次指出了贵州区域性人为活动的四种类型:即矿产开发区.工业集中区.城市建设区和农林牧区。第三,阐明了当前贵州同时存在着城市和工业集中区的严重环境污染及农村自然生态破坏两类环境问题.第四,预测了公元二○○○年贵州环境发展变化趋势,指出按贵州经济发展速度和规模,若保持目前的环境条件和水平,到本世纪末,全省因环境污染和自然生态破坏所造成的经济损失约占当年全省工农业总产值的9％,可能发生以牺牲环境换取经济发展,而又制约经济发展的严重情况。第五,提出了维护贵州环境质量的五条战略途径:即明确符合贵州省情的环境保护战略发展方向;实施宏观控制的战略对策;把环境保护纳入国民经济计划,并有适当比例投资比例;完善管理体制,强化环境管理.搞好宣传教育工作.提高全民族的环境意识.更多还原

【Abstract】 On the basis of the investigation of the current situation ard the prediction data of environment, aspects related to the environmental strategy of Gui-zhou Province are discussed in this paper.They are: l.The basic characteristics of Guizhou natural environments; 2.The 4 major kinds of local human activities in Guizhou Province,which include the human activities in mineral exploitation areas,in industry concentration areas, in city construction areas and in areas of agriculture,forest and pasture; 3.The simultaneous existence of 2 environmental problems: severe environmental pollution in cities and industry concentration areas and the damage of ecologic system in rural areas; 4.The prediction of environment development tendency in Guizhou Province by the end of this century.The major conclusion is: If the current speed and scale of economic development are kept on condition that the present environmental quality is maintained, the economic losses caused by environmental pollution will be as much as 9% of the total value of industrial and agricultural production of the whole province in 2000; and a severe situation would appear in which a sacrifice of environmental quality for gaining economic growth results in a stagnation of industry and agriculture development; 5.The 5 strategic measures for protecting environments in Guizhou Province.They are:1) Clearly define the direction of strategy development in accordance with Guizhou situation; 2) Practice the strategic principles and methods of macroscopic control; 3) Bring the environment protection into line with the provincial plans of economic development and give a reasonable investment to it; 4) Improve the administrative system and strengthen environment management; 5) Popularize environmental education and raise the environment consciousness of the people.更多还原
