【Abstract】 By using the principles of systematic control, we have discussedthe necessity of the utilization of feedback control and selfa-adjustment mechanism in urban system. The urban water resourcesmanegment of Xianyang city is an example of the utilization ofcontrol theory and self-adjustment, the paper has briefed the significance of the theory as a guidance to the practice, and pointed out theeconomic, social and the environmental benefit owing to the applica--tion of the theory.
