【摘要】 建立比较全面的水土保持观应克服重技术、轻经济的倾向,并要有全面完整的经济观和区域观。完整的经济观是指既要强调水土保持的经济目的,也要重视水土保持中可以应用的经济手段;经济手段既是治理已发生的土壤侵蚀,也是预防侵蚀发生之所需。完整的区域观则是指水土保持既要关心下游淤积洪水危害区的经济繁荣,也要注意上中游土壤侵蚀区的经济发展。基于以上认识,提出了应用经济手段的几点建议:①建立“水土保持经济试验区”;②要特别强调发展区域商品经济;③划定实行粮食自给保障的适当范围;④选好资金投入的最佳方向。更多还原

【Abstract】 The trends of emphasing technologies and neglecting economic returns should be overcome,and also, there must be an allround economic and regional viewpoint in the establishment of an allround viewpoint of water and soil conservation. The complete economic viewpoint refers not only to the emphases of economical objectives of water and soil conservation, but also to devoting attention to economical means used in water and soil conservation. Economical means is needed either by controlling the eroded areas or by preventing the occurence of soil erosion.The complete regional viewpoint refers to the fact that attention should be paid not only to economical prosperity in the lower reaches where sediments deposit and flood occurs frequently, but also to economical development in the upper and middle reaches where soil erosion occurs in doing water and soil conservation. Based on the above acknowledges, some suggestions in using economic means are presented in the paper: (1) to establish economic zones of water and soil conservation; (2) special emphases should be put on the development of regional commodity economy; (3) to classify a proper area for implementing then principle of food self-sufficiency: and (4)to select the optimum schemes for investment.更多还原
