【摘要】 “一带一路”建设使全球治理实践不断推陈出新。“健康丝绸之路”倡议就是我国在全球治理公共卫生领域重大创新的具体体现。在生成逻辑上，“健康丝绸之路”承继于马克思关于人的学说之思想内涵，着眼于全球公共卫生治理环境的转变，立足于新时代中国公共卫生外交战略的选择。在价值意蕴上，“健康丝绸之路”包含以人为本、和谐相处、义利兼容、和而不同的中国传统价值观。“健康丝绸之路”涉及面广、情况复杂。因此，在前期规划上应找准定位，明晰其基本架构，即“共同主体”通过各方积极参与互动，解决全球性公共危机频发与全球公共卫生治理体系滞后之间的矛盾，提升全球公共卫生治理水平，构建公平正义的多边公共卫生治理图景，打造人类卫生健康共同体。更多还原

【Abstract】 The construction of the “Belt and Road” has led to the development of new global governance practices. The “Health Silk Road” initiative is a concrete manifestation of China’s significant innovation in the field of global governance of public health. In terms of logic, the “Health Silk Road” inherits the ideological connotation of Marx’s doctrine of man, focuses on the dramatic changes in the global public health governance environment, and is based on the choice of China’s public health diplomacy strategy in the new era. In terms of value connotation, the “Health Silk Road” contains the traditional Chinese values of people-orientation, harmonious co-existence, compatibility of righteousness and profit, and harmony in diversity. The “Health Silk Road” involves a wide range of situations and complexities. Therefore, the preliminary planning should find the right position and clarify the basic structure, that is, “a common subject”. This will encourage the active participation and interaction of all parties to resolve the contradiction between the frequent occurrence of global public crises and the lagging global public health governance system, improve the level of global public health governance, build a prospect of fair and just multilateral public health governance, and create a human health community.更多还原
