【摘要】 乡村振兴,人才是关键。新乡贤作为乡村社会治理的道德性权威和乡土文化传承的内生性人才,他们与传统乡贤一脉相承,既继承了其精神品质,也是社会主义核心价值观在乡村的践行者。新乡贤在情感认同、政策扶持、利润驱动等多重因素的推动下参与乡村建设,并通过发挥其在资金、技术、才能、道德等方面的优势,为乡村发展带来发展新理念、新技术和资金等。新时代新征程,随着乡村振兴战略不断深入推进,复杂的社会发展环境增加了乡村建设的难度,这也对新乡贤提出了更高要求。在乡村振兴背景下开展新乡贤培育工作,不断提升新乡贤群体的综合素质和能力,对于激发乡村经济活力、缓解乡村人才短缺困境、营造乡村文明乡风、保护乡村生态文明、提升乡村治理能力等具有重要意义。而新时代乡村党组织的完善、乡村经济的快速发展、乡土文化的传承、乡土情怀的存在等则为新乡贤培育提供了现实可能。本研究通过采取调查问卷和访谈的方法,在全国范围内展开新乡贤培育的调查,并重点选取上虞、邹城、永川三个地区进行调查,以了解当前新乡贤培育所取得的成效,找准新乡贤培育过程中存在的主要问题,并对新乡贤培育过程中存在问题的主要成因进行了分析。调查发现,新乡贤培育工作已取得显著成效:相关部门培育意识不断增强、高素质新乡贤队伍初具规模、新乡贤培育载体多样开发、新乡贤培育机制逐步完善、新乡贤培育助力乡村振兴成效初显。但是,在新乡贤培育的过程中仍存在着新乡贤培育工作缺乏整体规划、相关培育人员素质参差不齐、部分新乡贤回归意识不强、新乡贤培育的措施探索不足等问题。究其原因在于,新乡贤培育的顶层设计不到位、新乡贤培育组织建设不完善、新乡贤培育的经济文化根基尚浅、新乡贤培育的长效机制不健全等。为持续发挥新乡贤在乡村振兴中的积极作用,应不断完善新乡贤培育工作,提升新乡贤综合素养,以满足新时代全面推进乡村振兴的需求。这就需要坚持以下原则:坚持党对新乡贤培育工作的领导;坚持一切从新乡贤培育的实际出发;坚持在新乡贤培育中实施分类指导;坚持多元主体参与新乡贤培育工作。而在培育目标的定位上,我们应致力于培育乡村经济发展的中坚力量、塑造农村基层民主自治的得力助手、造就乡村振兴战略实施的栋梁之才,以及锻造我国农业农村现代化的领头羊。为实现此目标,需要实现新乡贤培育的内容的多样化,包括加强新乡贤的思想道德教育、提高新乡贤的业务能力素质以及培育新乡贤的创新发展意识。为进一步的提升新乡贤培育的成效,纾解新乡贤培育过程中存在的问题,要立足于乡村振兴的背景,抓住时代发展的机遇,遵循新乡贤的发展特性,并结合当下乡村新乡贤培育存在的问题,从多方面入手积极探索新乡贤培育的有效措施,培育适应新时代乡村发展所需要的现代化人才。即应强化党建引领布局,完善培育的顶层设计;激活乡村经济动能,打牢新乡贤培育的物质基础;推动乡贤文化传承,营造新乡贤培育的浓郁氛围;加强培育队伍建设,打造新乡贤培育的强大力量;完善乡贤保障机制,推动新乡贤的积极回归。通过采取上述措施,能够更好地发挥他们在乡村振兴中的“领头羊”作用,从而为乡村建设提供强大动力。更多还原

【Abstract】 Talent is the key to rural revitalization.As moral authorities in rural social governance and endogenous talents in the inheritance of local culture,new village sages are in line with traditional rural elites,inheriting their spiritual qualities and practicing socialist core values in rural areas.Under the promotion of multiple factors such as emotional identification,policy support,and profit drive,new village sages participate in rural construction and bring new development concepts,technologies,and funds to rural development by leveraging their advantages in funding,technology,talent,ethics,and other aspects.In the new era and new journey,with the continuous deepening of the rural revitalization strategy,the complex social development environment has increased the difficulty of rural construction and put forward higher requirements for the new village sages.Carrying out the cultivation of new village sages in the context of rural revitalization,continuously improving the comprehensive quality and ability of the new talent group,is of great significance for stimulating rural economic vitality,alleviating the shortage of village sages,creating a civilized rural atmosphere,protecting rural ecological civilization,and enhancing rural governance capabilities.The improvement of rural party organizations in the new era,the rapid development of rural economy,the inheritance of local culture,the existence of local sentiment have provided practical possibilities for cultivating new village sages.The article conducted a nationwide survey on the cultivation of new village sages through questionnaires and interviews,with a focus on three regions:Shangyu,Zoucheng,and Yongchuan.The aim was to understand the current achievements in the cultivation of new village sages,identify the main problems in the process,and analyze the main causes of these problems.The investigation found that significant results have been achieved in the cultivation of new village sages:the cultivation awareness of relevant departments has been continuously enhanced,the high-quality team of new village sages has begun to take shape,various carriers for the cultivation of new village sages have been developed,the mechanism for cultivating new village sages has gradually improved,and the effect of promoting rural revitalization through the cultivation of new village sages has begun to show.However,there are still problems in the process of cultivating new village sages,such as a lack of overall planning for the cultivation of new talents,uneven quality of relevant cultivation personnel,weak awareness of some new village sages returning,and insufficient exploration of measures for the cultivation of new talents.The root cause lies in the inadequate top-level design,incomplete organizational construction,shallow economic and cultural foundation,and inadequate long-term mechanism for cultivating new village sages.In order to continue to play a positive role in rural revitalization,we should continue to improve the cultivation of new rural elites and improve their comprehensive quality,so as to meet the needs of comprehensively promoting rural revitalization in the new era.This requires adhering to the following principles:adhering to the party’s leadership in the cultivation of new village sages;Adhere to the reality of cultivating new village sages;Adhere to the implementation of classified guidance in the cultivation of Xinxiang talents;Adhere to multiple subjects to participate in the cultivation of new village sages.In terms of goal orientation,we should be committed to cultivating the backbone of rural economic development,shaping the right-hand assistant of rural grass-roots democratic autonomy,cultivating the backbone talents for the implementation of Rural Revitalization Strategy,and forging the leader of China’s agricultural and rural modernization.In order to achieve this goal,we need to realize the diversification of the content of the cultivation of new village sages,including strengthening the ideological and moral education of new village sages,improving the professional ability and quality of new village sages,and cultivating the innovation and development consciousness of new village sages.In order to further improve the effectiveness of the cultivation of new village sages and alleviate the problems existing in the cultivation process,we should be based on the background of rural revitalization,seize the opportunity of the development of the times,follow the development characteristics of new village sages,and combine the problems existing in the cultivation of new village sages,and actively explore effective measures for the cultivation of new village sages from various aspects,so as to cultivate modern talents needed for the development of rural areas in the new era.That is,we should strengthen the leading layout of Party building and improve the top-level design of cultivation;Activate the driving force of rural economy and lay a solid material foundation for the cultivation of new village sages;To promote the cultural heritage of village sages and create a strong atmosphere for the cultivation of new village sages;Strengthen the cultivation team construction,and create a powerful force for the cultivation of new village sages;We will improve the security mechanism for rural elites and promote the active return of new rural elites.By taking the above measures,the comprehensive quality and ability of new village sages will be significantly improved,and their "leading role" in Rural Revitalization will be better played,so as to provide a strong driving force for rural construction.更多还原
