习近平新时代意识形态安全观研究

【摘要】 意识形态安全事关党的前途命运,事关国家长治久安,事关民族凝聚力和向心力。中国共产党的领导是中国特色社会主义最本质的特征,也是中国特色社会主义制度的最大优势。意识形态安全是国家政治安全和党的执政安全的根本思想保障。维护意识形态安全就要维护马克思主义在意识形态领域的指导地位不受其他意识形态挑战,不断增强和扩大马克思主义意识形态的认同基础。党的十八大以来,意识形态安全领域出现了许多新情况、新问题,意识形态安全领域迫切需要进行“伟大斗争”。同时,面对中国特色社会主义道路的成功,西方国家难以摆脱根深蒂固的意识形态冷战思维和其文化中固有的“修昔底德”观念,因而对中国的全面崛起采取遏制战略,严重威胁我国意识形态安全。面对意识形态安全领域的严峻形势,以习近平同志为核心的党中央敢于亮剑,就意识形态领域的方向性、根本性、全局性问题作出了一系列重要论述和全面工作部署,成功扭转了一段时间以来意识形态安全工作的被动局面,在实践中形成了习近平新时代意识形态安全观。这一重要思想坚持马克思主义基本立场,汲取了马克思主义意识形态理论演进与实践中的基本经验,继承了党在维护意识形态安全方面的优良传统,是马克思主义意识形态理论中国化的最新成果。习近平新时代意识形态安全观系统完整、内容丰富,主要包括意识形态安全的目标任务、根本遵循、建设的方针原则和实践路径四个方面。首先,建设具有强大凝聚力和引领力的社会主义意识形态、牢牢掌握意识形态工作的领导权和话语权、实现宣传思想工作“两个巩固”任务、培育和践行社会主义核心价值观构成了意识形态安全的目标任务;其次,坚持马克思主义在意识形态领域指导地位不动摇、坚持党对意识形态工作的绝对领导、坚持马克思主义信仰教育不松懈是意识形态安全的根本遵循;第三,意识形态安全建设的方针原则包括:“政治方向摆在第一位”、树立“大宣传”理念、建设性与批判性相统一、守正与创新相结合;最后,习近平新时代意识形态安全观指明了新时代意识形态安全的多维路径。习近平新时代意识形态安全观涵盖了维护意识形态安全的各个方面,是我们维护新时代意识形态安全所必须坚持的科学指南。习近平新时代意识形态安全观特征鲜明、意蕴深远,抓住了维护意识形态安全的核心问题,呈现出政治性、人民性、总体性、文化性和世界性五个方面基本特征。它以政治安全为根本追求,将马克思主义意识形态的一元认同视为维护意识形态安全的关键,将筑牢习近平新时代中国特色社会主义思想的根基视为维护意识形态安全的着力点,致力于中国特色社会主义制度优势的发挥。它以维护人民利益为价值底色,以维护总体国家安全为基本诉求,以高度的文化自信为表征,以人类命运共同体思想扩展中国的意识形态话语空间。它通过新的理念、新的逻辑和新的方式实现了新时代对马克思主义意识形态安全的有效维护。习近平新时代意识形态安全观是坚持走中国特色社会主义道路的政治保障。它推动了马克思主义意识形态理论的时代发展,为党的执政安全提供了思想保障,充实了中国特色社会主义理论体系。它为新时代意识形态安全建设提供了实践指引,增强了中国价值认同的文化软实力,促进了全党全社会思想团结统一,为国家治理体系与治理能力现代化提供了有力思想支撑。同时,这一重要思想具有显著的世界意义,它增强了中国道路的认同度,推动了国际意识形态话语格局的变革,扩大了中国智慧与中国经验的国际影响。在这一重要思想的指引下,马克思主义意识形态必将在中国特色社会主义现代化建设进程中更加积极地发挥鼓舞人心、凝聚力量的重要作用,从而推动中华民族伟大复兴中国梦的顺利实现。更多还原

【Abstract】 Ideological security is related to the future and destiny of the party,the long-term stability of the country,national cohesion and centripetal force.The leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics and the greatest advantage of the socialist system with Chinese characteristics.Ideological security is the fundamental ideological guarantee of national political security and the party’s ruling security.To maintain the ideological security,we need to maintain the guiding position of Marxism in the field of ideology,not to be challenged by other ideologies,and constantly strengthen and expand the identity foundation of Marxist ideology.Since the 18th National Congress of the Communist Party of China,there have been many new situations and problems in the field of ideological security.There is an urgent need for a "great struggle" in the field of ideological security.At the same time,in the face of the success of the road of socialism with Chinese characteristics,it is difficult for western countries to get rid of the deep-rooted ideology,cold war thinking and the inherent "Thucydides" concept in their culture,so they have a comprehensive rise in China We should adopt a containment strategy to seriously threaten the ideological security of our country.Facing the grim situation in the field of ideological security,the Party Central Committee with Comrade Xi Jinping as the core has made a series of important discussions and comprehensive work arrangements on the direction,fundamental and overall problems in the ideological field,and successfully reversed the passive situation of conscious form security work for a period of time,and formed Xi Jinping’s ideology in the new era in practice.Holistic view.This important thought adheres to the basic position of Marxism,draws on the basic experience in the evolution and practice of Marxist ideological theory,inherits the fine tradition of the party in maintaining ideological security,and is the latest achievement of the Sinicization of Marxist ideological theory.Xi Jinping’s ideological security concept in the new era is complete and rich in content.It mainly includes five aspects:the objectives and tasks of ideological security,the fundamental principles,the principles of public opinion,the principles of public opinion and the path of practice.First of all,to build a socialist ideology with strong cohesion and leading force,firmly grasp the leadership and discourse power of ideological work,realize the "two consolidation" task of propaganda and ideological work,cultivate and practice the socialist core values constitute the goal and task of ideological security;second,to adhere to the guiding position of Marxism in the ideological field and the party The absolute leadership of ideological work and the insistence on Marxism belief education are the fundamental principles of ideological security.Thirdly,the principles of ideological security include:the unity of the party’s central work and ideological work,the unity of the party spirit and the people’s nature,the unity of construction and criticism,the unity of integrity and innovation.Fourthly,the news and public opinion of Ideological Security The policy is to "put political direction first","unite,stabilize and encourage positive publicity first",grasp the"time,degree and effect" of news and establish the concept of "big publicity".Finally,Xi Jinping’s new concept of ideological security points out the multidimensional path of Ideological Security in the new era.Xi Jinping’s-ideology of security in the new era covers all aspects of maintaining ideological security and is a scientific guide for us to uphold the security of ideology in the new era.Xi Jinping’s ideological security concept in the new era has distinct characteristics and profound implications,and has seized the core issue of safeguarding ideological security.It regards political security as the fundamental pursuit,and regards the unitary recognition of Marx’s ideology as the key to safeguarding ideological security.It regards the foundation of Xi Jinping’s new China’s socialist ideology as the focus of safeguarding China’s ideology and the development of the socialist system with Chinese characteristics.It takes safeguarding the people’s interests as its value background,safeguarding the overall national security as its basic demand,taking a high degree of cultural self-confidence as its token,and expanding China’s ideological discourse space with the thought of a community of shared future for mankind.Through new ideas,new logic and new ways,it has realized the effective maintenance of Marxist ideological security in the new era.Xi Jinping’s ideological security concept in the new era is a political guarantee for China to adhere to the socialist road with Chinese characteristics.It promotes the development of Marxist ideological theory,provides ideological guarantee for the party’s ruling security,and enriches the theoretical system of socialism with Chinese characteristics.It enhances the cultural soft power of Chinese value identification,promotes the unity of the whole Party and the whole society,and provides a strong ideological support for the modernization of national governance system and governance capacity.It enhances the recognition of Chinese road,promotes the change of international ideological discourse pattern,and expands the international influence of Chinese wisdom and Chinese experience.Under the guidance of this important thought,Marxist ideology will play a more active role in the process of socialist modernization with Chinese
