【摘要】 党的十八大以来,以习近平同志为核心的党中央提出了治国理政的新理念新思想新战略,同时也是加强公务员职业道德建设的新精神新要求新举措。这些新精神新要求新举措不但对广大公务员的政治修养、职业精神、道德素质提出了新的更高要求,而且也为广大公务员从思想、作风、党性上进行了一次集中的“补钙”和“加油”。党和国家历来高度重视公务员职业道德建设,认为公务员职业道德建设关乎党的建设新的伟大工程的兴衰成败,关乎国家的长治久安,关乎社会的安定有序,关乎人民的安居乐业。因此,研究公务员职业道德建设问题,积极探寻完善我国公务员职业道德建设的策略,对全面建成小康社会、全面深化改革、全面依法治国、全面从严治党都具有十分重要的理论意义和实际意义。论文采用理论研究与实践探索相结合的研究方式,运用史论结合法、文献研究法、系统研究法、比较研究法,对公务员职业道德建设的相关概念进行梳理,明晰研究公务员职业道德建设的理论基础,对我公务员职业道德建设进行历史考察,借鉴国外公务员职业道德实践经验,分析我国公务员职业道德建设现状,提出加强我国公务员职业道德建设策略。以期对全面提高公务员职业道德建设科学化水平和治国理政能力进而实现中华民族伟大复兴的中国梦,提供一些有益的启示和应对策略。论文简要地介绍了研究背景、研究目的及意义,阐述国内外研究现状,交代研究内容和方法,明确创新点;依据国内外学者研究成果对公务员、职业道德及公务员职业道德进行概念界定,然后依据马克思恩格斯的人民公仆理论、列宁的领导干部道德建设理论和毛泽东的党员干部建设思想,梳理出研究的理论基础;对我国公务员职业道德建设进行历史考察,审视我国传统官德建设,挖掘其对当前我国公务员职业道德建设的启示,考察改革开发以来我国公务员职业道德建设,总结对我国当前公务员职业道德建设的启示;借鉴美国、英国、法国和德国这几个主要发达国家,以及日本、韩国、俄罗斯和新加坡近邻这些国家公务员职业道德建设的实践经验,探寻对我国公务员职业道德建设的有益启示;从建设规范、教育培训、监督机制和考评工作几个方面,认真总结我国公务员职业道德建设的成就,从法制建设、教育培训、监督机制和考评机制几个方面查找公务员职业道德建设存在的突出问题,有针对性地从制度、环境、教育和自身四个方面进行相关原因分析;最终依据存在的问题及产生的原因,提出我国公务员职业道德建设的策略。应该明确理论科学化、内容规范化和方法合理化的公务员职业道德建设目标,确立以德为先、政治约束、科学管理、法律保障和与时俱进的建设原则,形成制度完善、环境优化、教育培训和自我修养“四位一体”的建设路径。更多还原

【Abstract】 Since the 18th National Congress of the Communist Party of China(CPC),the Central Party Committee with Comrade Xi Jinping at the core has put forward a new concept,thought and strategy of country governing.At the same time,it is also a new spirit,requirement and measure to strengthen the construction of public servants’ professional ethics.These new spirits,requirements and measures not only propose new higher requirements for our public servants’political accomplishment,professionalism and moral quality but also intensively "supplement calcium" and "refuel" for the public servants in terms of ideology,style and party spirit.The party and the state have always attached great importance to the construction of professional ethics of public servants,thinking that the public servants’ professional ethics construction is related to the success or failure of the new great project of the party building,the long-term peace and order of the country,the stability and order of the society,and whether the people live in peace and contentment.Therefore,to study the public servants’ professional ethics construction and actively explore and perfect the strategy of cultivating professional ethics of public servants in our country is of great theoretical and practical significance to comprehensively building a well-off society,comprehensively deepening reform,comprehensively managing state affairs by law and comprehensively strengthening party self-disciplines.Adopting the method of combining theoretical research and practice,the dissertation uses the theory of history,the literature research,systematic research and comparative research to clear up the relevant concepts of public servants’ professional ethics construction,specify the theoretical basis of public servants’ professional ethics construction,investigates the history of public servants’ professional ethics construction in our country,analyze the present situation of public servants’ professional ethics construction in our country by using for reference the practical experience of foreign civil servants’ professional ethics,and put forwards the strategy of strengthening the construction of public servants’ professional ethics in our country.We expect to provide some useful revelation and coping strategies,with the aim of comprehensively improving the scientific level of public servants’ professional ethics construction and the ability to govern the country and then realize the Chinese dream of the great rejuvenation of the Chinese nation.The dissertation briefly introduces the research background,the research motivation and significance,states the research situation at home and abroad,explains the research content and methods,and specifies the innovation point.Based on the domestic and foreign scholars’ research results,the dissertation defines the concepts of public servants,professional ethics and public servants’ professional ethics,and then clears up the theoretical basis of the study according to Marx and Engels’ theory of the people’s public servants,Lenin’s leadership cadre moral construction theory and Mao Zedong’s party members and cadres building thoughts.The dissertation investigates the history of our public servants’professional ethics construction,surveys the traditional mandarins ethics construction,excavates its revelation on the current public servants professional ethics construction and surveys the professional ethics construction of Chinese public servant since reform and opening up.The dissertation uses for reference from the practical experiences of civil servants’professional ethics construction in the United States,Britain,France and Germany,as well as the practical experiences of civil servants in Japan,Korea,Russia and Singapore,and explores the useful enlightenment to the public servants’ professional ethics construction in our country.The dissertation seriously summarizes the achievements of public servants’ professional ethics construction from the aspects of construction norms,education and training,supervision mechanism and evaluation work,and finds out the outstanding problems in the construction of public servants’ professional ethics from several aspects of legal system construction,education and training,supervision mechanism and evaluation mechanism,analyzes the relative reasons from four aspects of the system,the environment,the education and their own.Based on the existing problems and the causes,the dissertation puts forward the strategy of public servants’ professional ethics construction.We should clarify the goal of public servants’ professional ethics construction of scientific theory,content standardization and rationalization of methods,and establish the principle of construction of moral first,political restraint,scientific management,legal protection and advancing with the times,form the four as one of the construction ways from the aspects of the perfect system,the optimized environment,education nurturing and self-cultivation.更多还原
