【摘要】 随着城镇化的不断推进,征地过程中出现的群体性事件日益增多,面对频发的征地冲突群体性事件,政府的防备和戒备显得尤为重要。国内外学者针对征地冲突群体性事件的产生与治理等方面进行了深入探讨,但关于地方政府防范征地冲突群体性事件话语尚未发现研究者涉足。地方政府在防范征地冲突群体性事件过程中发布了哪些话语,这些话语如何产生和扩散,群众是否愿意接收,话语的有效性是否对防范效果产生影响,这些都是值得研究的重点问题。为更深入地研究地方政府防范征地冲突群体性事件话语,本文运用Norman Fairclough的话语分析框架,从话语的文本、实践和社会三个维度展开具体研究,运用定性和定量相结合的方法,对地方政府防范征地冲突群体性事件话语的产生、扩散、接收和评价等方面进行探讨,以期能为地方政府防范征地冲突群体性事件话语工作的落实提供理论依据和实践参考。全文共九章,第一章是绪论;第二章是研究基础;第三章是本研究所选文本描述;第四章是地方政府防范征地冲突群体性事件话语产生;第五章是地方政府防范征地冲突群体性事件话语扩散;第六章是地方政府防范征地冲突群体性事件话语接收;第七章是地方政府防范征地冲突群体性事件话语评价;第八章是地方政府防范征地冲突群体性事件话语提升;第九章是研究结论和研究展望。通过上述研究,本文得到如下主要结论:(1)话语产生的结论:地方政府防范征地冲突群体性事件话语的产生,其实质是政府、媒体和公众三者互动关系的体现,政府主导、媒介推动和公众参与是地方政府防范征地冲突群体性事件话语产生的特征。重大事件的推动、大众媒介的推动、政治专家的推动和舆论环境的推动,共同构成地方政府防范征地冲突群体性事件话语产生的动力,政策文本是话语产生的主要形式。(2)话语扩散的结论:集中扩散、分散扩散和混合扩散是地方政府防范征地冲突群体性事件话语扩散的主要方式,话语内容、扩散主体、扩散载体、扩散路径和扩散功能,是地方政府防范征地冲突群体性事件话语扩散的基本要素。地方政府防范征地冲突群体性事件话语扩散水平的综合评价等级为满意和一般两种情况,综合评价等级为满意则说明地方政府在防范征地冲突群体性事件话语扩散过程中举措得当,话语扩散工作的推行能够认真落实到位;综合评价等级为一般则说明地方政府在防范征地冲突群体性事件话语扩散过程中工作有待改进,话语扩散工作需要显著提升。(3)话语接收的结论:电脑、手机、电视、广播和报纸是地方政府防范征地冲突群体性事件话语接收的主要方式。地方政府防范征地冲突群体性事件话语的接收意愿普遍较高,年龄与话语接收意愿正相关,在1%的水平下显著,年龄每变化一个层次,话语接收意愿提升4.06%;户口情况与话语接收意愿负相关,在1%的水平下显著,户口情况每变化一个层次,话语接收意愿降低27.95%;受教育程度与话语接收意愿正相关,在5%的水平下显著,受教育程度每变化一个层次,话语接收意愿提升5.77%;政治面貌与话语接收意愿正相关,在10%的水平下显著,政治面貌每变化一个层次,话语接收意愿提升1.07%;月收入与话语接收意愿负相关,在1%的水平下显著,月收入每变化一个层次,话语接收意愿降低11.15%。(4)话语评价的结论:地方政府防范征地冲突群体性事件话语产生的有效性与防范效果正相关,在5%的水平下显著;话语扩散的有效性与防范效果正相关,在1%的水平下显著;话语接收的有效性与防范效果正相关,在1%的水平下显著;防范效果与政府公信力正相关,在1%的水平下显著;防范效果与政府形象没有通过显著性检验;政府公信力与政府形象正相关,在1%的水平下显著。(5)话语提升的对策:首先,改善话语产生环境,具体从重视文本的科学性、持续明晰防范内容和认真落实信息公开三方面展开。其次,优化话语扩散机制,具体从注重信息公开对称、建立扩散考评机制和建立合理奖励机制三方面展开。第三,营造话语接收氛围,具体从做好信息有效普及、构建话语民主平台和文本规范逻辑清晰三方面展开。更多还原

【Abstract】 With the advancement of urbanization,mass incidents are appeared increasingly in the process of land expropriation,with the face of mass incidents triggered by land expropriation frequently,the government’s preparedness and alert are particularly important.Scholars at home and abroad,who have presented the output of discussion regarding the local government’s actions toward mass requisition of land and conflict.However,there are currently no researchers studying on local government’ s discourse on prevention about mass requisition of land and conflict.Local government has put what’s discourse in the process of prevention on mass requisition of land and conflict,those discourse are how to produce and spread,people are willing or unwilling to receive those discourse,whether the effectiveness of discourse are effect prevention,which are worth studying.For studying deeply the local government’s discourse on prevention of mass incidents triggered by land expropriation,this paper uses Norman Fairclough’s discourse analysis framework,carrying out the studying from three dimensions,which includes the discourse of text,practice and society.Using the combination of qualitative and quantitative method,focus on local government’s discourse production,spreading,reception and evaluation about mass incidents triggered by land expropriation.In order to support theoretical basis and practice reference for the work of local government’s discourse on prevention of mass incidents triggered by land expropriation.This paper has divided into nine chapters.The first chapter is introduction.The second chapter is research basis.The third chapter is description of research text.The fourth chapter is local government’s actions toward discourse produce on prevention about mass requisition of land and conflict.The fifth chapter is local government’s actions toward discourse spread on prevention about mass requisition of land and conflict.The sixth chapter is the local government’s actions toward discourse receive on prevention of mass requisition of land and conflict.The seventh chapter is the local government’s actions toward discourse evaluate on prevention about mass requisition of land and conflict.The eighth chapter is local government’s actions toward discourse promote on prevention about mass requisition of land and conflict.The ninth chapter is the conclusion and prospect of this research.Through the above research,this paper get the main following conclusions:Conclusion of discourse production:The essence of local government’s actions toward discourse production on prevention of mass requisition of land and conflict,which are the embodiment of interactive relations among government,media and public.Government leading,media promotion and public participation,which are the features of local government’s actions toward on prevention about mass requisition of land and conflict.Driving force of major events,mass media,political experts,and public opinion environment,which has constituted the power local government’s actions toward discourse production on mass requisition of land and conflict.Policy text is the main form of discourse generated.Conclusion of discourse spread:Local government’s discourse spread style on prevention about mass requisition of land and conflict,which including concentration spread,dispersion and mixing spread.Local government’s actions toward discourse spreading on prevention about mass requisition of land and conflict,which is included discourse content,spread subject,spread carrier,spread path and spread function.Local government’s discourse spread level on prevention about mass requisition of land and conflict,comprehensive evaluation level are satisfaction and general.Level of satisfaction in the comprehensive evaluation that means local government’s discourse spread properly on prevention about mass requisition of land and conflict,the work of discourse spread well,discourse spread on prevention about mass requisition of land and conflict do well.Level of general in the comprehensive evaluation shows that local government’s discourse spread on prevention about mass requisition of land and conflict do not well,discourse spread on prevention about mass requisition of land and conflict needs to improve significantly.Conclusion of discourse reception:Computers,mobile phones,TV,radio and newspaper,which are the local government’s discourse receiving mode on prevention about mass requisition of land and conflict.Local government’s discourse receive willingness are high on prevention about mass requisition of land and conflict.Age and discourse receive willingness are positive correlation,under the 1%level significance,age change for each level,discourse receive willingness,which will rise by 4.06%.Account status and discourse receive willingness are negative correlation,under the 1%level significance,account status change for each level,discourse receiving willingness,which will down by 27.95%.Level of education and discourse receive willingness are positive correlation,under the 5%level significance,level of education change for each level,discourse receiving willingness,which will rise by 5.77%.Political status and discourse receive willingness are positive correlation,under the 10%level significance,political status change for each level,discourse receiving willingness,which will rise by 1.07%.Monthly income and discourse receive willingness are negative correlation,under the 1%level significance,monthly income change for each level,discourse receiving willingness,which will down by 11.15%.Conclusion of discourse evaluation:Local government’s discourse production effectiveness on prevention about mass requisition of land and conflict and prevention effect are positive correlation,under the 5%level significantly.Discourse spread effectiveness and prevention effect are positive correlation,under the 1%level significantly.Discourse reception effectiveness and prevention effect are positive correlation,under the 1%level significantly.Preventive effect and government credibility are positive correlation,under the 1%level significantly.Preventive effect and government image,it is not pass the significance test.Government credibility and government image are positive correlation,under the 1%level significantly.Discourse promotion countermeasure:First,improving the discourse produce environment,which including attaches great importance on the text of scientific nature,clear to prevent content and implement the information disclosure.Secondly,optimizing the discourse spread mechanism,which including pay attention to the access to information,establishing the diffusion evaluation mechanism and reasonable rewards system.Thirdly,building discourse receiving atmosphere,which including
